We went into the 89th Session with a clear agenda: stronger protections for informed consent, parental rights, and medical autonomy. In the final days of session, the Texas Medical Association and Big Pharma lobbyists flooded the Capitol with last-minute amendments designed to strip out every protection we’d won. We held the line. Here’s exactly what we delivered — and who carried it.
2025 Passed Priorities
SB 269 — Vaccine Adverse Reaction Reporting
Carried by Rep. James Frank and Sen. Charles Perry
Requires healthcare professionals to report certain vaccine- and drug-related adverse events. Ensures greater transparency, safety monitoring, and accountability in Texas’s public health system.
HB 4535 — COVID-19 Vaccine Transparency Act
Carried by Rep. John McQueeney and Sen. Kelly Hancock
Requires providers to disclose the risks, expedited development process, and lack of manufacturer liability associated with COVID-19 vaccines. Patients must receive written disclosures and acknowledge the information before vaccination.
SB 12 — Parental Medical Freedom Education Act
Carried by Rep. Jeff Leach and Sen. Brandon Creighton
Requires public schools to fully inform parents of their medical rights — including exemptions, consent, and privacy — through enrollment packets, email, and website postings.
HB 1586 — Vaccine Exemption & Enrollment Process Reform
Carried by Rep. Lacey Hull and Sen. Lois Kolkhorst
Requires DSHS to make vaccine exemption forms easily accessible, downloadable, and printable from its website. Prohibits the state from collecting or retaining personally identifiable exemption data.
HB 4076 — Organ Transplant Discrimination Protections
Carried by Rep. Jeff Leach and Sen. Lois Kolkhorst
Bans vaccine mandates as a condition for organ transplant eligibility in Texas. No patient can be denied a life-saving procedure for refusing a vaccine.

SB 314 — Clean Food Lunches Act
Carried by Rep. Caroline Harris Davila and Sen. Bryan Hughes
Prohibits harmful food additives including brominated vegetable oil and titanium dioxide in Texas school meals.

Reforms SNAP to prioritize whole, nutritious foods and reduce junk food purchases.

Protects a parent’s right to decline psychotropic medications or psychiatric treatments for their child and seek alternative or emerging treatments.
HB 3441 — Holding Vaccine Manufacturers Accountable
Carried by Rep. Shelley Luther and Sen. Bob Hall
Establishes liability for vaccine manufacturers who advertise in Texas and whose products later cause harm. Injured individuals can seek actual damages, court costs, and attorney’s fees.

TMF helped lead the passage of Senate Bill 7 — signed into law by Governor Abbott, with TMF Founder Jackie Schlegel present as his invited guest. At the time of signing, it was the strongest COVID-19 vaccine mandate ban in the nation.
2021 Milestone
Landmark Bipartisan Medical Protection Bill
Texas Legislature, 2021
TMF helped lead the charge on a bipartisan medical protection bill that passed unanimously through both chambers of the Texas Legislature, and secured a statewide ban on vaccine passports — signed by Governor Greg Abbott.
